South Korea Minister Visit to Smart Water Management in PDAM Denpasar

In the context of growing demand and persistent system inefficiencies, Denpasar’s Smart Water Management (SWM) initiative has emerged as a key pilot for addressing urban water challenges in Indonesia. The recent visit by South Korea’s Minister of Environment, Han Jeoung-ae, to the project site reflects increasing international attention to how cities like Denpasar are integrating digital infrastructure and operational strategies to address non-revenue water (NRW).

The project jointly implemented by Korea’s Beomhan Engineering Co., Ltd. as the main contractor, WI.Plat Co., Ltd. as digital solution provider, and PT SUPRA Internasional Indonesia as the local partner represents a multi-year collaboration aiming to deliver measurable improvements in water loss reduction, service reliability, and network visibility. Initiated under the broader Indonesia-Korea environmental cooperation framework, the Denpasar project focuses on practical application of DMA-based leak management, supported by pressure zoning, real-time telemetry, and asset data digitization.

SUPRA’s role in the project centers on bridging implementation on the ground with institutional coordination. As a local partner, the company supports field surveys, technical validation, and stakeholder engagement with PDAM Denpasar, the city’s public water utility. In an environment where legacy networks and limited investment often hinder operational upgrades, this facilitative role is crucial to ensure alignment between technology deployment and municipal readiness.

The city of Denpasar itself poses a complex water management landscape. Population growth, seasonal tourism surges, and the presence of aging infrastructure have led to high NRW levels—estimated above 36% in several zones. In response, the project deploys a phased approach to DMA creation, with pilot areas such as Teras Ayung, Subita, and Sarangan serving as testbeds for integrated leak detection and flow management.

During her visit, Minister Han Jeoung-ae reviewed project progress with local and national representatives, observing on-site monitoring setups and engaging in discussions on long-term system resilience. Her presence also reinforced the importance of cross-country collaboration.

However, the road ahead remains technically and institutionally complex. Hydraulic isolation of DMAs continues to face barriers due to interconnected transmission lines and legacy piping layouts. Investment in monitoring systems and operational retraining remains uneven across zones. Moreover, full integration into PDAM Denpasar’s management systems will require sustained commitment both financially and administratively.
