Driving Utility Transformation Through NRW Reduction: Tirta Musi Partners with WI.Plat and SUPRA Under KOICA's IBS Program
Palembang, Indonesia

As urban utilities in Southeast Asia face rising demands for service reliability, operational efficiency, and sustainability, Perumda Tirta Musi Palembang has signed a performance-based partnership with the SUPRA - WI.Plat Consortium comprising South Korea’s WI.Plat Co., Ltd. and Indonesian infrastructure integrator PT SUPRA Internasional Indonesia to reduce Non-Revenue Water (NRW) in one of its most critical service areas.

The project is part of the Inclusive Business Solution (IBS) program initiated by the Korea International Cooperation Agency (KOICA), aimed at scaling Korean technology solutions in emerging markets through inclusive, high-impact partnerships. It reflects KOICA’s commitment to enabling sustainable development through innovation, capacity building, and public-private collaboration.

Non-Revenue Water, or NRW, represents a major structural challenge for water utilities across Indonesia often exceeding 30% of production resulting in significant financial losses, reduced supply availability, and weakened service delivery. For Perumda Tirta Musi, addressing NRW is a strategic priority aligned with its mandate to provide reliable and efficient water services to the people of Palembang.

The project, which will be deployed in the Rambutan Service Zone serving over 30,000 connections, integrates a comprehensive Intelligent Leak Management System, combining pressure sensors, real-time telemetry, AI-based monitoring, and mobile-enabled field operations. This digital-first approach will empower the utility to shift from reactive maintenance to predictive, data-driven asset management.

Beyond the technology, the partnership emphasizes long-term institutional strengthening. Through structured technology and knowledge transfer, the WI.Plat Consortium will provide hands-on training, capacity-building workshops, and field-based learning for Tirta Musi’s engineering and operational teams. This ensures that the utility not only benefits from short-term performance gains but also develops internal capabilities to sustain and expand the system independently.

“Our goal is not just to reduce physical losses, but to build a resilient, intelligent utility system that supports long-term water security for Palembang,” said Andi Wijaya Adani, President Director of Perumda Tirta Musi. "This partnership with WI.Plat and SUPRA under KOICA’s IBS platform helps us align innovation with sustainability and impact with ownership.”

Upon project completion, all infrastructure and digital platforms will be fully transferred to Perumda Tirta Musi, ensuring full local control and the ability to replicate success across other service areas.

For PT SUPRA Internasional Indonesia, this project delivers its role as a national transformation partner bridging global innovation and local implementation in water, waste, and energy. For WI.Plat, it is another milestone in expanding the global reach of Korea’s water technologies to meet real-world needs in complex, high-growth urban markets.

This partnership sets a benchmark for how international cooperation, enabled by programs like KOICA IBS, can deliver measurable outcomes through strategic B2B collaboration addressing critical infrastructure gaps while building long-term institutional capacity.
